(URBASER ) has increased steadily over-and cost of urban sanitation services between 250% and 500%, without saving this relationship increased the quantity, volume and weight of waste originating from the different commercial activities of the municipality and the quality, frequency and effectiveness of the consideration for the service.
That is almost dictatorial ways of charging for this service within the billing of other services such as electricity, with which the discontent of urban cleaning fee brings the shut-Power, having nothing to do with a other.
That is common knowledge the poor state of collecting and compacting units and unsafe conditions in which they work the employees providing the service, lack of uniforms, gloves, masks, boots and safety equipment, etc.
That many of these workers have expressed their displeasure regarding work commitments by the company (URBASER) and say they did not charge or the minimum wage, have no such contractual benefits, be hired to avoid paying monthly their performance and not be covered by compulsory social insurance or HCM, with their work of "high risk."
That is public knowledge that the waste collection system and solid waste is solely at the discretion of the company (URBASER) and only collect the Garbage they see fit to carry, being in many cases solid waste properly packaged, but owing to plant material or some amount of sand from the sweeping and cleaning their own homes do not collect.
That is common knowledge that this "company" has been complying with the quality of the service in different entities of the Bolivarian Republic of Venezuela, such as: Aragua (Municipio Girardot), Bolívar (Case Heres Municipality in which rescinded the contract URBASER), Carabobo (Case South of Valencia), all this without mentioning the number of complaints at the international level that this company has bad service, and the breach of regulations labor. That
CICAFE has serious doubts about the process of formation of this company (URBASER Venezuela, CA) and the terms of the contract awarded by the municipality of Miranda in which evidently causes financial loss to our town.

That the City continues to pay the "subsidy" or "Grant" the difference of sums by the company (URBASER) and the price of approved by the local government service without the contract improves and the amount taxpayers fund the service.
That there is no authority in the municipality decision-makers to address the issues presented to the service by the company (URBASER), plus the absence of a customer service office in accordance with the provisions of the service contract.
What is publicly known faults incurred by the company (URBASER) especially in the all strings contained in Article 3, Chapter X, the service contract.
That all appointed considerations are evident in the demotion of the quality of life of citizens of the Municipality of Miranda and constitutes a public health risk.
