"CONSENSUS BUILDING CITIZEN"
peoples, communities organizations and individuals present at the Public Forum Oaxaca "Citizens Consensus Building", which met on June 4 this year on the esplanade of the former Convent of Santo Domingo in Oaxaca, in order to discuss ideas and ways to initiate an alternation political and democratic transition in Oaxaca, to move from an authoritarian regime to a democratic state, which requires the organized participation of civil society and social movements.
This Forum, organized by networks and social fronts that mark this ruling, we recognize that the current system of government in Oaxaca, has been characterized by authoritarianism and taxation and the fact that the established institutions are totally collapsed and this has brought suspicion and discredit citizens, in which the fundamental demands of the population remain unresolved.
Furthermore, this deterioration in living conditions, has plunged the population in poverty, marginalization and inequality. Yet we recover from the wounds and consequences we left the repression of 2006, when we suffer imprisonment, harassment, disappearance and murder of men and women whose only crime has been unsatisfied and organized view of the serious rights violations elementary, as well as those oriented to create conditions of life more democratic, fair and decent.
Within the unfulfilled aspirations of the people, besides solving the basic needs are: respect for human rights, a law enforcement clear and expeditious, non-violence against women, respect for indigenous peoples' rights: land, territory and natural resources, and the exercise of democracy and autonomy, through citizen participation and strengthening of community structures, among others.
While recognizing that fundamental changes are needed, but not exhausted with electoral political participation, we are taking a step, assuming as part of a long-term process that reaffirms also the civil and political rights and progress toward a fundamental transformation. For this, the citizens' political participation is now a fundamental tool in the fight for democracy, peace and justice in Oaxaca.
Among the challenges and tasks before us, we agree:
strengthen the similarities and common visions, to achieve unity of action against the agreed change strategies, which, without blurring each of the identities - come together to confront the resistance of change of current and generates power a social force able to promote them.
Recognizing the diversity of existing strategies for achieving this new society and government in Oaxaca, without going into discrediting that undermine and inhibit, greater participation of the population and another is sought harmony and complementarity between all parties for the common good. It is therefore of fundamental importance to establish priorities based on the democratic yearnings and aspirations of Oaxaca.
Reaching agreements in a different context from the perspective of intercultural dialogue and consensus. Intercultural dialogue will trace the views and tendencies homogeneous, based on the diversity of logics and views on common phenomena.
promote consensus building and a joint agenda related to the transition to democracy, building a new social pact, the new Congress convening a constituent assembly and the drafting of a new constitution for the State of Oaxaca.
To achieve our aspirations of life, we must banish the current authoritarian regime and has a real change of government in Oaxaca and for this, all social actors, exercising our rights as citizens, must participate actively and decisively in the current political process election.
therefore call on:
FIRST: to make a huge event, inclusive and democratic, with the participation of the colonies, neighborhoods, communities, towns, municipalities, organizations, fronts and unions to create a great discussion in which deepen the fundamental issues relating to this forum transition to democracy, the call for a new social and new constituent congress and the development of a new constitution for Oaxaca. Above to give continuity to this process and others conducted in this context by the social movement in Oaxaca.
SECOND: That this event took place in the city of Oaxaca, by 20 June this year, during which we lay the groundwork for the new social contract that requires Oaxaca and dismantle the authoritarian schemes of the old PRI regime.
THIRD: The Democratic Teachers Oaxaca, that consistent with its social and democratic, participate jointly in this agenda and path we have begun to draw, and bring together the required change in Oaxaca.
FOURTH: To the people of Oaxaca, to unite all our forces and have an active, proactive and decisive in the ongoing political campaign to defeat at the polls, the PRI - Government as a step towards peace , democracy and justice in Oaxaca.
